Job Description

Mandatory Skills:

  1. A bachelor's degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no degree, Resource would need to demonstrate a total of nine (9) years of experience to meet MQ #2 below (i.e., minimum five (5) years + four (4) additional qualifying years). A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
  2. A minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
  3. A minimum of five (5) years of experience, within the past seven (7) years, serving as a Business Solution Analyst on complex application development project(s) and have experience facilitating JAD workshops with Subject Matter Experts and gathering and documenting requirements.
  4. A minimum of five (5) years of experience, within the past seven (7) years, being responsible for ensuring business needs are met by complex applications. This includes:
  • Developing requirements traceability matrix
  • Creating system design, configuration, and architecture specifications and diagrams
  • Data dictionary and data modeling documentation and diagrams
  • Documenting existing business processes
  • Identifying opportunities for business process improvements
  • Working with program areas to successfully implement business process improvements
  1. A minimum of three (3) years of experience, within the past five (5) years working on projects that followed the System Development Life Cycle process including iterative and agile methodologies.
  2. A minimum of three (3) years of experience, within the past five (5) years providing mentorship, knowledge transfer, and training to staff that will be taking over the Business Solution Analyst activities.

Desirable Skills:

  2. Six (6) years of experience applying analytical processes on IT projects. At least four (4) years of that experience must have been in business systems analysis and design.

  1. Two (2) years of experience with the California Department of Justice's Bureau of Firearms' or similar systems, applications, databases, and interfaces.
